Dave Krishna, RPh

President/Chief Executive Officer

As president & chief executive officer of DeliverCareRx, Dave leads the development of the company’s home delivery pharmacy programs and oversees overall operations. 

Dave is an accomplished healthcare executive with more than 25 years of leadership experience and a proven track record of taking two startup pharmacy programs to national success.  He has significant regulatory and licensing experience as a pharmacist in charge of national facilities, licensed with all State Boards of Pharmacy.

Prior to joining DeliverCareRx, Dave served as the COO and Pharmacist in Charge of Enclara Health, one of two national mail order pharmacies serving the hospice industry.  During his tenure, he grew Enclara from a startup concept into a $40 million industry leader with 150 employees, serving over 20,000 patients a month in 42 states.  At Enclara, he was responsible for operations, clinical services, technology, account management, implementation, customer service, pharmacy licensing, HR and assistance with business development and sales.

Prior to Enclara, Dave served as the Director of Pharmacy Operations and Pharmacist in Charge for drugstore.com, the first internet based pharmacy in the United States.  He was responsible for all aspects of pharmacy operations at the company’s mail order distribution center from startup to a 50-state national presence.  Dave worked with the National Association of Boards of Pharmacy to receive certification for drugstore.com as one of the first VIPPS-certified pharmacies in the country.  He was also the author and clinical pharmacist for drugstore.com’s monthly “Ask your Pharmacist” publications.

Dave has extensive clinical experience from both hospital and retail settings. He pioneered the successful, unit-based clinical pharmacist program at Christiana Care Health Services in Newark, Delaware. This groundbreaking program introduced clinical pharmacists to the unit and made them members of the interdisciplinary team. Dave is a graduate of Rutgers University, Ernest Mario School of Pharmacy.


Marjorie Chen, RPh

Senior Director of Pharmacy Operations

Marjorie is an accomplished healthcare executive with over 20 years of experience in the mail order and retail pharmacy spaces.  She was responsible for building the infrastructure and operations of two start-up national pharmacies.    

As Senior Director of Pharmacy Operations for DeliverCareRx Pharmacy, Marjorie leads the company’s operations.  Her responsibilities include call center operations, customer service, patient acquisition, pharmacy fulfillment, inventory and purchasing.  Marjorie is also responsible for account management and client relations.  

Prior to joining DeliverCareRx, Marjorie served as the Vice President of Pharmacy Operations for Enclara Health, a national hospice pharmacy and was responsible for the company’s growth from a start-up concept.  Her responsibilities included developing and managing the company’s operations.  Marjorie built successful teams and developed future leaders to manage call center operations, customer service, implementation, fulfillment, inventory, purchasing, receiving, and vendor relations.  As part of the executive team, Marjorie was also responsible for customer relations and account management duties.   

Prior to Enclara, Marjorie served as the Manager of Pharmacy Operations for drugstore.com.  She was responsible for pharmacy fulfillment of medications and the management and development of high volume operations at drugstore.com’s national distribution center.  Marjorie also assisted with managing and maintaining pharmacy licensure in all 50 states. 

Marjorie is a graduate of the University of the Sciences in Philadelphia  


Matt Magiera

Vice President/Business Development

As vice president of business development, Matt provides creative, innovative approaches, and identifies new opportunities for revenue growth outside of current core services – taking DeliverCareRx to the next level of strategic B2B partnerships.

Matt is an accomplished sales professional, bringing 25 years of Pharmacy Benefit Management experience with extensive success in leveraging relationships, developing strategies, and creating objectives that are mutually beneficial to clients, public health and company profitability. Accomplished leader in product launches, market development, innovative solutions and account team leadership.

Prior to joining DeliverCareRx, Matt has extensive experience in the pharmacy benefit management space and pharmaceutical reimbursement arena.  Previous engagements include ProCare Rx, Triplefin, and CVS Health.  Matt was responsible for introducing Managed Markets healthcare and clinical support programs that partner with pharmaceutical manufacturers’ goals and health plan designs that include brand strategies, new product launches, organizational operations, and improving brand compliance.  Provided solutions including physician communication channels, compliance and persistency programs, prescription to OTC conversions, medical device marketing, and participant copay assist programs.  

Identified and established new clientele by offering creative solutions for pharmaceutical challenges in the reimbursement support arena. Developed new strategies involving shift in market share through reimbursement services and promotional support. Responsible for selling, developing, managing, and preserving patient acquisition of products for various disease states (CNS, Diabetes, and Ophthalmic). Successfully offered key products that navigate through commercial and government reimbursement challenges/denials including web based/real time electronic benefit verification, prior authorization, appeals, patient assistance, physician sampling, copay card support, and prescription home delivery. 

Matt takes the consultative sales approach with extensive experience in developing client specific marketing strategies including product launches, market development, innovative solutions and account team leadership.  Matt holds a degree in Bachelor of Science in business management from the University of Phoenix.

Tobe M Cohen, M.B.A./C.P.A.

Director Of Data, Business Analytics, Finance & Secretary

As director of finance & secretary of DeliverCareRx, Tobe provides leadership and accountability to the business helping drive financial and operational transparency and profitable growth for business operations. Performing detailed financial analysis including advanced financial modeling, profitability analysis, return on investment/ discounted cash flow analysis, monitoring business metrics and productivity metrics and impact to bottom line. Uncover patterns through financial and operational data and subsequently suggesting new metrics to focus on and/or business practices to implement, all with the goal of increasing company value. Heavy involvement in helping CEO/President and Investor/Owners budget and re-forecast operations / financials of the company. Research industry trends, competitors as necessary Multi-Year Customer P&L Modeling and planning, Forecasting, KPI Reporting. Assist with new offer development as well as playbook development.

Prior to joining DeliverCareRx, Tobe served as the Director Of Financial Planning & Analysis for TicketMaster Resale, one of two national public resale event providers (the other being StubHub).  During his tenure, Tobe managed planning, analysis, and reporting for a $700M gross ticket value/$158M revenue public provider of online premium/secondary tickets for concerts, sporting, and theatre events.

  • Transitioned from private company to wholly-owned subsidiary of a public company (Live Nation).
  • Created templates to map financial processes to Live Nation’s GAAP.
  • Conducted web analytics utilizing Omniture and Omniture Report Builder to report on web channels’ usage and fees, evaluate consumer behavior, and analyze effectiveness of marketing initiatives.
  • Analyzed each department’s performance against goals that facilitated quick response and resolution of issues. 

Prior to TicketMaster Resale, Tobe served as the Directed budgeting, forecasting, and strategic planning for TravelCLICK, Inc., a $400M revenue private software developer of hotel management reporting, online reservation systems, and screen preference products. Hired, trained, managed, and evaluated a Sales Associate, Financial Analyst, and Senior Financial Analyst.

  • Facilitated P&L performance evaluation by each business unit’s sales and management that improved decision-making and responsiveness to product performance issues.
  • Member of Vantis acquisition team (2005) for new private equity ownership 

Tobe has extensive finance & strategic experience from industries such as utilities, energy, foodservice, software development, mergers & acquisitions, medical equipment manufacturing, steel manufacturing, printing & labels, kitchen goods manufacturing, hospitality, entertainment & pharmaceuticals. He implemented a “free cash flow” reporting and reward system in a private manufacturing company resulting in stable profitability, higher cash flow (no financing), increase equity to owners and materially lower employee turnover.  Tobe is a graduate of DePaul University-Chicago (M.B.A.-Corporate Finance) and University Of Illinois-Urbana/Champaign (B.S. Accountancy).  He also holds a C.P.A. certificate.
